Report of fixing NUnitForms tests on Windows Jenkins

Hello Alan,
this is the commit of the fixes:

from the commit message
main problem was: on windows jenkins, the runonceonactivation code is only run after the showdialog, but we need it before.
small other issues as well, added usage property.
also removed deprecated nunitforms form handler

I have updated the wiki page as well:

(regarding activation)

The usage property works more reliable than trying to read from the tooltip.

Another issue was that the PetraServer kept running sometimes, and I do now call stop before start when doing the client tests.

I hope this will make future NUnitForms test reliable!

ah, and the difference from our workstations to the Windows Jenkins (headless service) was:
if you call Activate() from the outside, it does not seem to trigger the Activated Event.
