We use Sqhinx to render the documentation to HTML, but various other output formats are possible as well: Windows Help, PDF, ...
The documentation is written in reStructuredText.
To learn the syntax of reStructuredText, have a look at Quick Reference for reStructuredText.
The source of this documentation is hosted at Github, you can find the source here: openpetra-docs at Github. The german sources are here: openpetra-docs-de at Github
You can fork the documentation, edit it either locally or directly on the Github page, and then create a pull request.
